By now, politics in Kerala was dominated by two groupings each consisting of many political parties. Elections brought these coalitions alternately to power; thus, even small parties – holding the balance of power on coalitions – gained crucial influence and bargaining power for their members in government. One elderly man in Chittar proudly recounts his struggle with the forest authorities who tried to seize most of his land with the participation of the police. He succeeded in getting a stay order, and in the meantime contacted a minister (from a small party) in the state capital; as a consequence, he was not evicted.

Perceptions of natural resources during this period did not differ much between settlers/encroachers, mass movements, (to a large extent) the Forest Department and foreign donors: all were interested in the land component to increase production. Differences did arise in the definition of production: settlers/encroachers were interested in subsistence and increasingly in cash crops, while the Forest Department and the World Bank were interested in raising tree crops (eucalyptus) as industrial raw material.
